Your scout Werner doesn't have enough proficiency in his role to train an apprentice right now. He only has 8, and he would need 20 to train Mulan. At the moment, the only wolves with the required role proficiency are Crescendo and Ilse the pupsitters, and Aurora the herbalist. I would recommend using your herbalist. That will boost Mulan's wisdom and maybe get her to 101 wisdom, which would allow her to scout the Glacier when she eventually becomes a scout. She already has the strength to scout the rainforest, so wisdom is what she really needs.
