Basically the title, I'm wondering if by breeding two high stat wolves, their pups will be higher than average.

Yes! In fact, my whole strategy is based on that. Breed higher statted parents and the pups will be higher statted. That's why I always grind my wolves for stats their whole lives and breed them at 6y6m.
