No support, but only because this already is in place more or less. The number of pair bond breeding slots is entirely based on how many territory slots you have (max adult wolf slots). I don't remember the exact calculation, but for example, I have 81 adult wolf slots, so I have 10 pair bond breeding slots each month (which is usually more slots than I have pair bonds anyway). At some point, you can only buy more adult wolf slots with GC, so effectively what you are suggesting already exists.

I found the news post about the calculation.
"Finally, the initial 2 pair bond breedings per month limit will gradually increase with territory unlocks. Every ten territory spaces after your first ten will add +1 to the pair bond limit. If you have less than 10 territory, you will be allowed 2 pair breedings a month. If you have 10, you will be allowed 3. If you have 20, you will be allowed 4. This means if you go on to unlock the full territory size of 200 spaces you will be able to have 22 pair bond breedings per month."

I didn't realize that you could pair bond more depending on amount of wolves- I learned that yesterday and have no way to delete this. Just ignore it.
