who won the 7/24 runner-up lottery?

i noticed yesterday, when on the lottery page, that on 7/24 there was one person who won the runnerup lottery. i wished i grabbed a capture but i didnt think it was that important, until i remembered that the site wasnt open until 7/25 /./

could it have been... TALA?!?!

(in all reality it was prolly one of the devs testing it out im just curious is all)
