He doesn't do much actual scouting, just wanders around the territory when he's not teaching wolves to fish.
Born to a lone female, Fisher didn't grow up in a pack. His mother died when he was young, leaving him to keep himself alive by catching fish in the mountain lake. Eventually, he built a relationship with the Lostwood pack and taught them to fish as well.
