I like to imagine she adopts puppies because she was once adopted herself and knows what it's like to be left behind, so she adopts puppies and gives them the best life possible because a bear can only do so much. Plus, everyone doubted her and Kuma's litter chance so much she got discouraged with her own pups and decided if she wants puppies she'll just adopt.
