Despite having more in common physically with his mother than his adopted siblings, Rhaegar was not deemed fit to rule the Saddle Creek wolves, as he was too young at the time of Salem's passing. Despite his loyalty to his mother, Rhaegar felt immense jealousy towards Callista for her ease in ascending to the throne.
