He is the lead Scout so far, and presently adapting to the life he has unwittingly entered. The running pack theory is that he thought he was staying temporarily, but ever since Four's young grew fond of him, and the taste of structure got too appealing, the sap couldn't bring himself to leave.
I do believe his sentimental outlook is not wholly undeserved.
