Soter began the process of popularizing the practice of sacred tasks being reserved for clergy specifically appointed by a bishop. In addition to this, Soter was the one who made it so that the only true marriages were those formalized by a priest.
Soter once wrote a critical letter to Eusebius (Bishop Eusebius of Corinth), commenting on his too-lax attitude towards those who sinned and readmitting ousted members back into the Christian community.
Later lore says that Soter was a vocal critic of Montanus and his teachings.
