[Raffle Hub] Raffle Entry Items Must Be Full Use

Currently, you can submit amusement scraps with fewer than 10 uses into raffles and still receive the full entry amount for them. I'm not sure if there are any other items like that, but my idea is to make it a requirement for raffle entry items to have full uses. It's quite disappointing when someone enters a ton of 1-use scraps into your raffle, and it's not fair to other players who submitted full use scraps for the same number of entries.

Item Catalogue reveals which amount of uses is considered full as Base Uses. For Amusement Scraps it's 1 use.

I think the issue is specifically in this item. It's counterintuitive that this is the only amusement item which can have more uses than the base, especially that salvaging yields bones of 1-5 uses (this item has 5 base uses), shredding yields amusement items of 1-10 uses, which has similar process.

This is not newbie friendly either, since a lot of players not knowing this set raffles with an expectation of getting 10 uses of amusement scraps when this is a ticket option and while the raffle is going on, the player can read how many amusement scraps are put as items, there's no indicator for uses. Imagine the host being amazed seeing so many amusement scraps just to find out in the end they're all 1 use. And players who know this, can use this knowledge to filter raffles asking for amusement scraps and seeing a great disproportion, put a bunch of 1 use amusement scraps for the lowest risk:reward ratio among participants and most likely the reward paying off for disadvantage of the host.

Perhaps an adjustment to worth / an option for the raffle owner to set where it automatically scales down the amount of entries by a percentage.

For example, if a 5 use item is usually 100 entries as set by the player, if it had 4 uses, the game would automatically make it worth 80 entries.

That way it can't unfairly be worth the same but also still permits them to be used.
