Scout Limit?

Hello there!  So I bought a female wolf today because I wanted her to be an extra scout until the herbalist role opened up.  However, the scout role is faded out when I go to change her role.  Is there a reason for this??

Was she on cooldown? 

Also I've heard you can only have 2 scouts

You can have only 2 scouts.

There is no limits of hunters and pupsitters.

And you can have just 1 herbalist
