Shadow would be willing to take him on, but he doesn't play well with others, and would likely be reserved for the most bullheaded-trainees.

Simo is the type of dog that just fights because he is bored. He might be a bit vicious, and Shadow would probably help him calm down

Shadow would be too, if he had any less self control. I think he could teach Simo a few things, hopefully before Diablo has to Shadow is a trained-since-birth personal protection dog, who was later entered into the dog fighting ring where he ruled after Diablo and Aragon's departure, to sum up his backstory and why I think he would be a good Mentor fit.
