Herb Rarities

I feel like all herbs should be equally rare. It doesn't make a ton of sense that some herbs are rarer than others.  Unless the diseases requiring rare herbs are going to be as rare as the herbs themselves there is no point in having rare herbs.

Herbs itself don't exactly have rarities, some are just...a little harder to find than others as they are limited to one biome. And well, that just makes sense, why would you find pineapple leaves from tundra? 

With herbalist forage, it's just easy to get some common herbs to exchange into the ones that are harder to get.
