Not really,hard to take prisoners if your home is so cold they die of the cold before anything else XD it would need to be REALLY close to the border to work XD here's some that could work

Starter

Mystic was walking through the corridors to their prison, to talk to the dragon who had been caught for the murder of her sister, who was next in line for the Rainwing line. Which now fell on Mystic sadly. Once inside, she ordered the guards away so the conversation could be private, they agrees after much reluctance.
