Kestrel or raven should announce who's going to the gathering. And that they'll be leading it.

Wait- Shattered has to lead the gathering, as she is the medicine cat. Kestrel or Raven can choose who goes, but Shattered, being the highest rank at the moment, would speak for the Clan (Unless we do it a different way-)
