I've had about 4-5 T* breedings now all fail to TII and TI without anything higher, even in the same group, while I had two TIIIxT* pass to TIII and TII. Started wondering about it myself since you mentioned it and decided to go searching. There's a WD Tumblr post with this on it- I believe the 20% is now/has been outdated according to the 2021 notification/news post.  "" Special bases are unable to produce any other special base - only ones that match the parents. Specials bred to specials will have a general rate of 20% to produce another special, and can 'fail' to any of the other color groups. A special bred to another color group has an exceptionally low rate of passing on its base, so it is worth breeding specials together if your intention is to breed more specials.
