‼️I can’t create a raffle because of unique participants/eligible members?‼️

So I am trying to create a standard raffle with 3 prizes, but when I click create, a red box pops up saying "There are not enough eligible members for the number of prizes selected." I saw another post saying eligible members just means at at least x number of members need to buy tickets for x amount of prizes. But how do I get members to buy tickets if my raffle can't be created??? There is no box to check or anything, and I tried putting "only end raffle if 10 participants buy" but that didn't work either. Any ideas??

It's happening despite using different prize amounts and whatnot, I've tried two-three different ways and it still doesn't like it.
