I think this is a cute idea! Just as long as it isn't gridded/traced from any other decors, then this should be fine!

I don't really know what you mean by "come back", but the decor is always in game, and usually available to buy via the Trading Center, but there won't always be players selling it. It's originally obtained through the Cataclysms event shop in August. If you can't find any in the trading center, try making trades with an amount of currency, or an item(s) you would want to trade for the decor, and post the title as "LF/ISO/WANTING: x decor" to see if anyone has any they would trade.
