former pack members keep their background and decors

If you have the option to keep or remove the decor, full support. For some wolves the decor fits into their lore and character and if you keep them in your dynasty and they lose their decor its like a part of their lore gets lost.

that idea is to keep the option of removing the decor if you want.    when a wolf dies they decor and or background goes with them. 

yes , some users use decor as part of that wolf's lore and character.  

you can also add decor and backgrounds to wolves in your dynasty and former leaders. you might find a perfect decor for a wolf in your dyansty.

yes i agree it is really unfortunate. i have wolves that passed away that had  decor.  it is a shame since some users put a lot of hard work into decorating their wolves. 

I really like this idea, I think the Lunar decors look very spirit-like and I'd love to put them on my wolves who have passed on!
