Date-specific birthday presents

Here's my pitch: a friend has a birthday coming up, and you want to give them a few items as a surprise. I really liked the way the holiday/Christmas gift system worked where you had until a certain day to send someone a present, then after that it was locked. This hypothetical birthday mechanic would act on the same principle. The limited timeframe would also help deter people from just setting up a farm account and giving their main account free items all the time if you could only give free items on set special occasions. Would something like that be easily implemented?
