Can you befriend wolves with mutations?

I want to know if you can befriend wolves with mutations while you're exploring, I haven't come across any wolves with any mutations or a carrier of one so I wanna know. If so what's the chance of you encountering one?

I don't think you can befriend a wolf with an actual mutation (unless someone chased one, I suppose) but NBWs can be carriers of melanism, albinism, or bracephaly. That's a big part of why people use Gene's Hollow - to see if they can find an NBW who's a carrier.

Mutations are wiped when wolves are chased, so you can only find carriers from explore (both chased and regular NBWs have the same chance to be a carrier). Not sure on the actual rate but most people go through 100-300 NBWs for an albino or melan carrier. And Brachy is much rarer than those as well.
