Modify/remove the 1 RO cooldown for pups abandoned to the bear.

Support! I have been waking myself up at 2am (because Pixel pups are life) only to find that ro will take 5-10 minutes or more, because everyone is in a mad dash to get to the Enclave first. Don't get me wrong- I adore the Enclave and have found a couple of stunning pups there recently, but it would be nice to have the same opportunities without losing sleep... I really like the idea of randomizing the times pup batches are released :3

I support this. It definitely is a mad scrabble, and i can't imagine it's any easier on the system to have to deal with the player rollovers and the pups at the same time.

I support, even as someone who’s RO happen at a reasonable time (8 am or 9 am), allowing me to visit the enclave right away. I think a randomized time/smaller cooldown could make things fairer for everyone.
