Allow Bone marrow to be used for any amount of energy below 100%

hi! so last night one of my scouts was at 85% energy. i had to go to bed in just a few minutes, so i bought bone marrow for her in order to send her out scouting overnight. unfortunately i wasn’t able to use it due to the amount of energy she already had at the time. i feel that bone marrow should be effective for any energy amount under 100%. i could understand the cap being at 90% or 95%, since that’s just a few minutes until they reach 100% and bone marrow recovers 20% energy.
