Let Bone Marrow be able to be applied to wolves with more than 80% energy

I can't count the number of times I bought bone marrow with the intention of getting my scouts to 100% energy (usually when I'm ready to go to bed and I want them to scout overnight), only to find that I can't use it, because they've ticked up to 85% energy through natural regeneration. I'm not sure why this is even the case in the first place, since bone marrow, like guarana, is what some people call an 'impatient' item - meaning that you use it because you don't want to wait, in this case, for energy to regenerate. But guarana doesn't have this problem, I'm fairly sure you could use a guarana on a 99% energy wolf if you wanted. For some reason there's a limitation for bone marrow, because the second your wolf has higher than 80% energy, its unusable, somewhat defeating the purpose of it being an 'impatient' item. The previously mentioned situation where I want to send my scouts out, but they've gotten up to 85% energy? Now I either have to wait 15 more minutes (or however long it takes to regen energy, I forget lol) or just give up and go to bed anyway. I understand that this is a fairly minor thing to nitpick at, but I figure its worth nitpicking.	Food? #20022

Support! I generally bone marrow my scouts when I'm going to bed and notice they're at 75-80%, so I can send them out an additional time. However, sometimes I buy the bone marrow and discover they've ticked up to 85% and it's unusable. Or, alternately, I'm not minding their energy closely and don't notice until they're already at 85%. I'd love to be able to just bone marrow them anyway and go to bed.
