I dont have much to add other than my support.

Forums are pretty unconducive to chat and the 10min cooldown has been fairly poorly recieved between both wolvden and lioden

I think a cooldown is absolutely fair and reasonable, it's a pain to see the same ad constantly, but I do wonder why the chat cooldown is 10 minutes when the cooldown for bumping trading center posts and forum posts is 5 minutes? I don't want the cooldown gone altogether, but I do think it might be nice if it was the same length as for bumping trades/chatter posts.
