I swear I read someone saw this was a thing on lioden



by getting a quest such as defeat felines it actually lowers said chance to encounter them in explore?

if this is true its total utter bs

No, it doesnt. It's just depends on which biome your in (they all have different numbers of certain encounters) and (bad) luck. 

It's a common joke in main chat that the npc you need to fight disappear as soon as you start your quest.

It doesn't change your encounter rate, people only think that because they're suddenly paying attention to the encounters. If you actually pay attention when just battling for fun, you'll see that you run into a bunch. Each biome has different enemies, and you can use this guide to choose the best biome to find certain things in. Since there are so many enemy types per biome, it's just luck which ones you run into. Just make sure you aren't battling in a biome that doesn't have any of that type of enemy.

I fully and completely believe that the chances do indeed go down. I constantly see birds in the grasslands (mostly geese, and at least 4-5 a day) but I get the kill two bird quests and explored for three days only to find 1 single bird in the grasslands, and if I remember correctly it was a vulture.
