Yes Cold eyes can be applied with its applicator or passed down onto a pup from a parent that has Cold eyes

PSA: To see what any lead wolf eyes will look like in explore, use the following URL: https://static.wolvden.com/images/explore/ui/totaleclipse.png
Just replace the totaleclipse part with whatever eye color you want to see! For example,
Lux: https://static.wolvden.com/images/explore/ui/lux.png
Lunisolar: https://static.wolvden.com/images/explore/ui/lunisolar.png

Unfortunately there currently seems to be a bug where Selene, Fearsome, and Hurricane eyes don't show up in explore, so they don't work in the url right now. Hopefully that is fixed soon!
