I was thinking since Nyx (and Kai) have animals fighting for the front wheel, I was thinking if Blacks stay in their forms for too long, the animals really take control and they lose what it means to be human, meaning they fight very hard against shifting back, and even when they do, they are very feral. Perhaps this is what happened to the Lieutenant's kid? Stayed in her/his form too long, and are now stuck as whatever they are. So the penitentiary really controls when the Blacks shift and yeah
