It hasn't been revealed to us that there'll be an official Halloween event. There are some hosted by the community though you may check out.

Setting preferred stats, the order doesn't matter what we put as the first priority and the second priority - it looks like the game will assign the most points into the higher of two preferred stats regardless. I wish I had more control over this when automatically assigning stats, meaning I'd get to choose which exactly stat should have the most points assigned.
