If you want to get the achievements, yeah, you'll have to change the base/eyes unless you're really lucky and happen to already match an NPC. Otherwise, it's not possible. I'll be getting them in a few days, after I get Ras and swap my base twice.

That's why I'm waiting till towards the last few days of the event to try for the +8 perfect date. I don't really wanna change my lead up, so I'm hoping I'll match one of the new date ables by then

It's a bug. Normally the event would end last day of February. Coding was probably forgotten to let it run a little late since it started late this year.

Some new npcs will eventually match up. @Rainy  I had almost 2 days of bored, lonely npcs hanging out until 2 new npcs finally arrived that liked a few of them.
