i reached 5 hearts on a wolf but didnt get the dector, is it not in the game yet or do we need to get higher affection?

Could we just have all max affection decors for all players this year?

The way it is right now, with at least 5 new added wolves, male players will have a big advantage in unlocking those decors again and NB will have the least decors unlocked.

I just don't want to be at a disadvantage in everything anymore as NB player.

Edit: Or maybe you could up the number of dateables for the daily quest?
It won't change anything in LB differences but it would at least give those with less wolves the opportunity to get all decors too.
And please, please keep the Lunar dateables in the pool this year

"For each maxed out NPC you would receive a decoration that would be positioned in the same space as a wolf, and this decor will come with 20 uses which we believe will be more than enough to be able to use it persistently until the event comes around again.  We will also create a new item that can hide the original wolf's art, and one of these will be given for free with the decor"

I just reached 50 affection with Ras, is it suposed to give me a decor now?

Is the storyline suppose to be over now or were we suppose to have it until atleast tier 3 opens..?

It's most likely a bug. If I had to guess, the dating and matchmaking weren't set to continue to the 13th like the general event page and shop were. So they were coded to 'end' on the 1st. It should be fixed later today.
