In the windy, rocky mountains lies a pack of wolves. On the outside, they seem like your typical hierarchy. But look again. These wolves are bonded together like a family. There is no fighting for respect; just a leader, a beta, a council, and pack members in a fair democracy.
Frostbite started Freezing Lake after her old pack killed a puppy because it was trespassing. Furious, she attacked the leader and was deemed exiled. She yelled she would leave anyway, and left. One wolf, Cedar, decided to come with her, feeling sorry for her exile. The both of them decided to start their own pack, where they grew their family.
The council is made up of respected wolves who have a say in the leader's decisions. They must be at least 2 years old and have served the pack for at least 1 year. There must be at least one wolf in each role. Mentors can represent their former roles. There is a minimum of 4 wolves and a maximum of 8 wolves in the council at a time.
A wolf must be at least 6 months old to vote. Items representing each option will be placed behind a rock. A small pit is dug in front of the object. Wolves will go behind the rock and place a stone in front of the pit of the object that represents their choice. The council, including the beta, will only vote if there is a tie. The leader will only vote if there is still a tie with the council.
When a beta or leader dies or retires, the council (and leader or beta if there is one) pick at least 2 candidates. The candidates must be at least 2 years old and have been in the pack for at least 1 year. The pack will vote on who they want the new beta to be. Whoever gets the most votes will be elected as the new beta/leader. If a beta was elected, the new beta will also become a part of the council.
When a wolf gets old and wants to retire, they will be deemed a mentor and pass their wisdom down to future generations. When wolves die, they are given a funeral and are buried with flowers and decorations. Afterward, their life is celebrated with a feast.

- A puppy can not be hurt or neglected no matter what
- Elections will be fair
- Violence is only to be used as self-defense or as dire punishment
