The store is open, but the Dreamlands open only at night. It'll allow you to explore the Lunar realm

You can find the lunar event on the "Event" tab on the top of you page. The left, big icon shows the lunar realm, which is only open at wolvden night. When you enter, you explore like normal- just on an dream world. You can collect lunar tears (LT) from a multitude of encounters. The smaller icon on the right is the lunar shop where you can spend Lunar tears from explore to buy items.
If you can't explore in the Dream lands, you probably don't have enough Lunar essence (I'll get to that later) or it's dawn, day, or dusk.
You can collect Lunar essence by exploring any other time besides nighttime. You can collect 100 essence every day and use one essence every explore step in the dream lands

Just one more thing, when you are looking at the map when you click into "explore" there should be a blue button on the top-right corner that says "fall asleep" which should bring you the the dreamlands
